Traffic accidents in the urban center of Constantine.

Introduction:

Traffic inside or outside in the city is considered

as the main factor that affect both the driver and

the commuter, accidents which are considered as

the most important consequences of resulting

from terrible traffic jams and gridlocks

especially in major cities, it also represents an

economical burden that weighs on national

governments especially in countries with a rate

of accidents.

Road accidents are regarded as the major cause

for the deaths of millions of people yearly,

especially young adults, whereas the economical

effects of accidents do not result only in death

but also in partial and complete paralysis, cost of

vehicles, property and the complete halting of

traffic for a certain period, where a closing of a

main road might lead to a massive gridlock,

especially in the peak of rush hours .

In Algeria , there has been encouraging signs ,

especially what was brought forward by the

ministry of public labor as programs categorized

as a network of road and network facilities, on

the same path the ministry of transportation

launched a project adjust law 14-01 that resulted

in law 16-01 dated in November 10th 2004 and

the executive decree N° 381 related to the rules

of traffic that was passed on November 8th 2004

that was even stricter especially in the field of

traffic tickets and despite that a current

inspection on the reality of traffic problems and

organizing it requires a lot of efforts to be put

together amidst all the partners to put the

national policy into action through depending on

a clear strategy which will be able to be put into

action in a form of finding realistic solutions that

are coherent to the nature of a futuristic strategy

to economical evolution, finding evolution

alternatives and lasting treatment not just

circumstantial to a certain time or place [1]

.

In this article we will elaborate the number of

infractions according to the fine arbitrariness ,

the evolution of traffic accidents , according to

age and sex, the timing of accidents per day and

week , and the black points in the urban areas of

Constantine Municipality, and the most

dangerous traffic infractions, that lead to traffic

accidents, and its reasons that often lead back to

the driver, vehicle, road or the general

environment. And all of this in an attempt to

control and minimize the number of accidents

that take lives and the blocking of roads on a

daily basis.

To study the problems and factors that have led

to traffic accidents in the urban area of

Constantine, We are going to analyze the main

points of the issue through asking the following

questions:

 What are the main reasons that lead to

traffic accidents in the urban area of

Constantine?

 What are the main programs put forward

by the government to stop the infractors?

 How far does it affect both citizen and

state?

1) Traffic security in Algeria[2]:

In spite of the law amendment, and what it has

brought as stricter sanctioning upon infractors,

awareness is an essential task into laying

foundation of traffic culture in order to find a

compatible procedure between humans, vehicles

and roads.

According to a statistical study for road

accidents prepared by the national prevention

center and security on roads , road accidents on a

national scale had reached 40481 in 2008 which

resulted in 64708 injured and 4422 casualties,

and the attached diagram shows the sharp growth

in road accidents in the past decades, a situation

that requires serious thought, and to take

efficient actions that minimizes human,

psychological and economical losses that Algeria

makes from these occurrences.

As portrayed in the chart , Constantine landed in

second place nationally through number of

accidents by 930 accidents with a rate of 5.3%

which is very high and dangerous on the

national scale, which requires our cautiousness

and trying to redress the situation.

3) Traffic infractions in Constantine:

Traffic infractions are considered as the

main reason for accidents, disabling

traffic and priority. The government

depends on arbitrary sanctions and

driving license suspension or revoking in

an effort to minimize traffic infractions.

The following charts summarize the

infractions according to arbitrary

sanctions, starting from the second

semester in 2012 to October 2014

overall in the urban centers and this is

due to the lack of statistics according to

each municipality.
