Abstract
The paper seeks to understand the broader picture of Indian federal system that sets the scope of both powers as well as limitations, within which state and sub- state level institutions are created and sustained. In order to maintain unity in diversity, the Indian federal system have been evolving from a symmetrical model to that of an asymmetrical one incorporating both de jure and de facto arrangement to address the emerging concerns of autonomy by diverse ethnic groups.
