Abstract

Handicapped, Disabled, Divyang or Differently Able Person, whatever one say, refers to a section of society at the bottom of the social ladder across the spectrums of caste, creed, religion and gender. The most excluded, deprived and neglected section of society, whose aspiration always stands last in the priorities of societies and governments. The degree of negligence towards Disabled People in Indiacan be understood by the fact that even after the freedom, in first three decades, government didn’t even feel any need to enumerate Persons with Disability.


But today we have an inclusive and comprehensive data (at least as it has been acclaimed) on disability according to census, which states that 26.8 million disabled are living in country (Census of India, 2011).
