Abstract
In this paper the trends and patterns of employment, development and progress in different sectors of economy have been explored. The focus is on the contribution of service sector in absorbing unemployed, and role of political and social institutions to generate income or job among people. The views and opinions have been taken from local MLA and officials of District of Jammu on the shrinking rate of employment in the state of Jammu and Kashmir, particularlyin Jammu district and the kind of role they are playing in formulating new policies and programmes of employmentgeneration. The paper also explores various solutions to the problem of labor surplus.For achieving the objectives of the paper both primary and secondary source of data has been used.
